The Sourcebook is designed to be useful for both lawyers and nonlawyers at federal agencies and for any person who needs to know what any of the key federal procedureal statues is about. While this volume is designed to be a convenient source of statutory, regulatory, and other materials, we emphasize that the content is no intended to be a substitute for legal research or for legal counsel. Readers with specific questions may have to consult the statute directly, as well as judicial opinions, legislative history, or, where appropriate, the lead agency or their own attorney.
